Building Permit Application
Instruction and Requirements

It is the mission of this department to
complete the review process as quickly as possible without compromising
efficiency and accuracy. However the review process is a collaborative
effort between owners, agents, designers, contractors, and the City. The
process will move forward at a speed dictated by the level of
cooperation between the parties involved.
- Permits requiring Community Fire Protection
District approval must be reviewed and approved by that agency
before submission is made to the City of Overland. Two (2) copies
bearing the CFPD approval seal must be submitted with the
application for a City of Overland building permit. For additional

- Two (2) copies of a land-surveyor’s sealed
site plan are required to be submitted with your construction plans.
Plat drawings are not acceptable in place of a site plan. A site
plan is not required for interior only construction or remodel.
- Two copies of scaled complete building plans
based upon the BOCA 1996 building code are required. All plans must
be drawn in a complete and professional manner.
- The City of Overland requires construction
plans to be signed and sealed by a Missouri registered design
professional. However, the City may, at its discretion, waive the
requirement for signed and sealed construction documents based upon
the scope and cost of the project.
- From the date of submission, please allow
seven (7) to ten (10) working days for the permit review process to
begin. The length of the review process depends upon the size and
nature of construction. Permits and revised plans are reviewed on a
first in / first out basis.
- Separate permits for electrical, plumbing and
/ or mechanical work may be required based upon the scope of the
project.
- Mechanical permits must be obtained from the
St. Louis County Department of Public Works – Permits Division.
- All
applications must be fully completed and signed; failure to provide
all required information will cause a delay in the review process.
We will not accept faxed applications for any permit.
